The person-related matters

The field of the person-related matters includes social security, family and health policy, sport, matters related to care for the elderly and to immigrants’ integration. The institutional reform of 1980 transferred these matters to the communities.

The person-related matters are divided into two fields:

1. The health policy matters:

  • Treatment and care within and outside medical centres:
    - Priorities concerning the erection of hospitals;
    - Permits and financial aids for the building and the alternations of monuments as well as for their equipment and the heavy medical installations;
    - Inspection, acknowledgment and closing-down, internal organization and reception to a certain extent. However, the Federal government is still endowed with the competence in some fields such as sickness and disablement insurance.
  • Health and preventive health training, excepting the Federal prophylactic measures.

2. The assistance to people matters:

  • Family policy;
  • Social security policy;
  • Reception and integration of immigrants;
  • Policy concerning the disabled and the elderly;
  • Youth care;
  • Social support to current and former prisoners.

Again, a part of the competencies has been transferred to the Federal state in order to guarantee the evenness on the national level (e.g. legislating the guaranteed minimum income benefit).
